New employees linked to the user with their work email
If the work email matches an internal user who is not yet an employee of the company, the form links that user instead of failing on a duplicate invite.

[IMP] hr: link a new employee to the user of its work email When the work email of an employee matches an internal user (light or regular) that is not yet an employee of the company, link that user from the form: inviting the employee would otherwise refuse to create a duplicate user and ask to link the existing one manually.
