French SIREN derived from the VAT number
Partners with only a VAT number can now be identified for French e-invoicing (EAS 0225 and PDP) without entering the SIREN separately.

[IMP] l10n_fr: compute siren from vat Some French partners only have a VAT number, while electronic invoicing primarily identifies them through their SIREN. Derive the SIREN from the VAT so the 0225 EAS and PDP identifiers can be filled without requiring duplicate partner data. Task-ID : 6560466
